The JICA Blue Economy Project and Belau Offshore Fishers Inc. (BOFI) have organized two offshore fishing experience trials. The first trial involved Japanese participants, a customer service instructor, and a local fishing enthusiast while the second trial included only Japanese participants. These participants served as evaluators for the trials.
The first trial took place on October 15, 2024, after which a questionnaire survey was conducted among participants. Based on the survey results, the Blue Economy Project, in collaboration with the Palau Visitors Authority (PVA) and customer service instructors, provided customer service training for offshore fishing tour operators on December 7. The training focused on key skills, such as understanding customer expectations and enhancing their satisfaction, and developing professional problem-solving techniques, aiming to create a more enjoyable experience for participants and strengthening the reputation of the fishing tours.
The second trial was conducted on March 10, 2025. Participants shared positive feedback, stating that they had a great experience and gained a deeper understanding of offshore fishing. Despite some of them experiencing seasickness, they appreciated the opportunity of catching large tuna, observing dolphins, and enjoying the overall adventure. The quality of customer service significantly improved, with enhanced instructions on locating fishing grounds, using fishing rods and reels, providing refreshments, and making announcements about dolphin sightings. A follow-up questionnaire survey was conducted, and the results will be used to further enhance the service.
The promotional activities will be carried out in cooperation with PVA, and participant recruitment will begin once the tour pricing is finalized. This initiative supports Palau’s Blue Prosperity and Development Plan 2023–2026 by promoting sustainable offshore fisheries and tourism. Additionally, these activities contribute to gathering valuable data on fishing grounds, seasonal variations, and target fish species for offshore fishermen.
