The Palau Visitors Authority (PVA) and the Australian Government officially signed a Grant Agreement on Saturday, August 1, 2026, at Ngcheschang Village in Airai State to support the implementation of the Ngcheschang Living Heritage Village Initiative, a community-based cultural tourism project that aims to preserve Palau's cultural heritage while creating sustainable economic opportunities for local communities.
The signing ceremony brought together Ambassador Toby Sharpe, Ambassador Extraordinary and Plenipotentiary of Australia to the Republic of Palau, Minister Ngiraibelas Tmetuchl, Minister of MHRCTD, Governor Norman Ngiratecheboet, Airai State Government, Kadoi Ruluked, Managing Director of Palau Visitors Authority, Spis Valentino Ngirkiklang & Ngaratkobel, Badibei, Ngaraieb, Ngarangmui, Ngaracharamrou, community members in recognition of their shared commitment to safeguarding Palau's cultural heritage through sustainable tourism.
Funded through a grant from the Australian Government, the initiative represents an important investment in the preservation and revitalization of Ngcheschang Hamlet, one of Airai State's historically significant traditional villages. The project supports Palau's vision of diversifying its tourism industry by expanding authentic land-based visitor experiences while ensuring that local communities remain at the center of tourism development.
With a total project budget of 𝗨𝗦$𝟭𝟯𝟱,𝟬𝟬𝟬, the one-year initiative will focus on the rehabilitation of traditional stone pathways, the construction of traditional Palauan huts using local materials and traditional building techniques, and the development of community-led heritage programming. These improvements will create spaces for cultural demonstrations, storytelling, traditional practices, educational activities, and visitor experiences that celebrate Palauan culture and history.
The initiative also strengthens the Palau Visitors Authority's Alii Pass Program, which promotes authentic community-based tourism experiences throughout the country. By expanding cultural tourism opportunities in Airai State, the project supports Palau's broader efforts to encourage visitors to explore destinations beyond Koror while generating sustainable economic benefits for rural communities.
The Ngcheschang Living Heritage Village Initiative directly supports the objectives of the 2025–2028 Palau Sustainable Tourism Strategy, particularly the goals of growing the high-value, low-impact visitor market and increasing tourism's contribution to local economies. Through close collaboration with traditional chiefs, women's organizations, and community members, the project places cultural preservation and community ownership at the forefront of tourism development.
Beyond the rehabilitation of physical infrastructure, the initiative seeks to preserve traditional knowledge, strengthen cultural identity, and provide opportunities for future generations to share Palauan customs, history, and values with visitors. By integrating heritage preservation with sustainable tourism, the project establishes a foundation for long-term community participation and economic resilience.
Upon completion, Ngcheschang Village is envisioned as one of Palau's pioneering Living Heritage tourism destinations, offering authentic cultural experiences while serving as a national model for community-led heritage revitalization. The initiative demonstrates how strong partnerships between governments, local communities, and international development partners can contribute to preserving Palau's unique cultural legacy while supporting sustainable economic development.
